DIV Conference 2016 successfully provides impetus for the rollout

The first conference “Deutschland intelligent vernetzt” at the National IT Summit 2015 highlighted the central importance of regional players and their networks for successfully shaping the digital transformation and building intelligently networked infrastructures.

This year’s conference now focused on the perspective of the regions in order to develop impulses for action for a successful rollout of intelligent infrastructures and the development of digital ecosystems.

We are delighted that we have been able to offer you a conference program that brings together designers from business, science, politics and administration in a special way.brought them together on an equal footing. A program that was all about practical, usable knowledge for everyone involved.

All interest groups were invited to actively participate in this process and contribute their experiences. We are convinced that the results of the conference will make a lasting contribution to further accelerating the development and expansion of smart infrastructures and digital ecosystems in Germany.

We would like to thank all participants for the valuable and constructive exchange. The DIV Conference 2016 was a complete success.

Recognizing priorities – Joint discussion of recommendations for action

The implementation of smart networking is a joint, cross-sectoral challenge that can only be successful if national and regional activities work together. The municipal/regional level plays a key role in the nationwide rollout of intelligently networked infrastructures. But what specific measures can be taken at this level in order to remove obstacles and quickly tap into the potential benefits of intelligent networking locally? This question was the focus of this year’s DIV sessions, which were jointly addressed in two interactive workshop formats of approx. 80 minutes each.


For the first time, we also offered DIV16 participants the opportunity to prepare for the workshop sessions in advance of the event. They were able to familiarize themselves with the impulses and preliminary considerations for the workshop sessions, comment on and supplement them and thus contribute to the formulation of concrete recommendations for action at the conference.

First part of the session

How can we move more quickly from pilot projects to successful rollouts in Germany? What contribution can the municipal and regional level make?

Key question

The first part of the sessions focused on the implementation situation and experiences of national and regional projects. Success factors and hurdles on the way to rollout were analyzed and measures to accelerate a successful market entry were discussed and prioritized in summary. In particular, the question of which measures can be implemented regionally on site and which require decisions at federal or state level was considered.

Second part of the session

In the second part of the sessions, intelligent networking was to be explored in greater depth using the example of regional projects in the Rhine-Neckar metropolitan region. Based on a brief impulse, the focus here was on discussing current practical issues of selected projects on the way to rollout on the market and integration into regional development practice. National and regional experts contributed their experiences and recommendations and jointly developed proposals for implementation measures.

Key question

How can we in the Rhine-Neckar metropolitan region move more quickly from concrete projects to implementation and use existing structures and processes?

The electricity grid of the future will face different challenges than in the past with regard to the collection and distribution of energy. In addition to physical factors, new market mechanisms in particular will have a significant influence on how energy grids have to be designed and operated in the future. In the first part of the session, a current picture of the success factors and obstacles to the rollout of smart energy grids and suitable measures will be discussed. Based on the findings of various BMWi research projects and with a view to the changed legal situation (Act on the Digitization of the Energy Transition) the second part of the session will focus on the question of which market instruments are helpful at regional level for the rollout of smart grid and smart market solutions and how these can be implemented.

Digitalization and intelligent networking are opening up a wide range of new opportunities in the field of medical care with very tangible benefits for citizens, doctors, clinics and health insurance companies. The German government’s Digital Agenda and the E-Health Act gave telemedicine in Germany a significant boost and momentum in 2015. Interest in the potential of telemedicine for high-quality medical care close to home has been aroused and is growing. However, there are still significant hurdles to overcome in order to roll out intelligent networking in the healthcare sector. In the first part of the session, success factors, hurdles and measures to accelerate the rollout of intelligent healthcare networks will be discussed, and in the second part of the session, possible transitions into practice will be discussed using the example of a specific use case such as the electronic vaccination certificate.

The proportion of networked intermodal or multimodal mobility solutions has not yet been significantly increased in recent years. A key finding of the Stakeholder Peer Review 2015 is that Germany is not lacking in knowledge, but has an implementation deficit. The motion “Promoting intelligent mobility” by the government parliamentary groups, which was adopted by the German Bundestag on 25.02.2016, among other things, is creating movement at national level. In addition to promoting mobility, the motion also aims to make better use of the opportunities offered by the digitalization of transport.
In the first part of the session, success factors, hurdles and measures to accelerate the rollout of intelligent transportation networks will be discussed.
The second part of the session will focus on practical issues relating to the development, testing and rollout of innovative transport concepts “on the road to intelligent mobility” in the Rhine-Neckar metropolitan region.

In the international competition for the best solutions for intelligent education networks, Germany only plays a minor role today and runs the risk of becoming the exclusive customer of internationally active providers of education technologies in the near future. There is a danger that internationally active providers will dominate the local market with their platform, content and service solutions in such a way as to create lasting dependencies. However, if intelligent education networks are to be established and expanded in a sustainable, systematic and structured manner, additional joint efforts by the federal and state governments are required.
The first part of the session will look at success factors, hurdles and measures to accelerate the rollout of intelligent education networks and digital education solutions.
The second part of the session will discuss how better cooperation between the 22 universities in the Rhine-Neckar metropolitan region can be promoted as a basis for intelligent networking.

Germany is lagging far behind in terms of the digitalization of public administration. The latest reports by the National Regulatory Control Council (NKR) and the Commission of Experts for Research and Innovation (EFI) have once again clearly demonstrated this. In view of the special responsibility of the public sector to participate in and shape the process of digitalization and intelligent networking of public infrastructures, there is therefore a particular need for action.
The first part of the session will look at success factors, hurdles and measures to accelerate the rollout of intelligent administrative networks.

Building on the experiences of the highly acclaimed nationwide pilot project “Cooperative e-government in federal structures”, the second part of the session will discuss the extent to which the concept of intelligent networking is suitable for reducing the digital development backlog in the area of public administration and, at best, making public administration the pacemaker of intelligent networking in Germany.

Smart networking projects are currently being discussed and implemented in numerous cities and regions in Germany. Digitized public infrastructures are the backbone of smart cities and regions, whose intersectoral networking is made possible via open urban ICT platforms. The first part of the session will look at success factors, hurdles and recommended measures to accelerate the rollout of smart city/smart region projects. Using the example of multifunctional street lamps (Humble Lamppost), the second part of the session will discuss where the challenges of digital transformation lie at municipal or regional level and how they can be overcome in practice.

The Rhine-Neckar metropolitan region benefits in particular from the potential of digitalization due to the broad mix of industries and the region’s strong economic power. The session will focus on exemplary success stories from regional company representatives from industry, SMEs and the skilled trades. Based on specific projects, there will then be the opportunity to exchange practical experience and transfer know-how in workshop islands. How can existing obstacles be overcome and success factors strengthened? What contribution can chambers and regional networks make to this? In a workshop island, initial ideas for an “Atlas of the Rhine-Neckar digital region” will be presented, which should contribute to better visibility of the numerous players and existing digitalization activities.

Documentation of the DIV Conference 2016

Almost 300 high-calibre participants from business, science and administration came to the Rhine-Neckar metropolitan region in Ludwigshafen on 12 October 2016 to discuss the future shape of digitalization in Germany.

The detailed analysis of the results will be prepared by the National IT Summit in November and made available here.

Luka Mucic has been a member of the Executive Board of SAP SE since July 1, 2014 and is responsible for finance, administration, IT and processes at the company. He is also a member of the “Innovative Digitalization of the Economy” platform of the German government’s National IT Summit, chairman of the board of the Zukunft Metropolregion Rhein-Neckar e.V. association and a member of the board of the Förderkreis Wissenschaft und Praxis des Zentrums für Europäische Wirtschaftsforschung e.V. in Mannheim. He began his professional career at SAP in 1996 in the legal department, where he focused on commercial law. Subsequently, he held leading positions in the areas of finance, mergers and acquisitions and risk management at SAP. Mucic holds a joint Executive MBA degree from Mannheim Business School and ESSEC Paris as well as a Master’s degree in law from the University of Heidelberg. He has also passed the 2nd state examination in law. Mucic was born and raised in the Rhine-Neckar region and lives here with his family.

Since December 1, 2007, Reinhard Clemens, born in 1960, has been the member of the Board of Management of Deutsche Telekom AG responsible for T-Systems and Chief Executive Officer (CEO) of T-Systems. Since January 1, 2012, Reinhard Clemens has also been responsible for all of the Group’s IT activities. Clemens began his career in 1990 as Managing Director of the Gesellschaft für Industrieautomation. He began his career at the IBM Group in 1994. Until 2001, he held various positions within the Group, mainly in sales, service and outsourcing business. Clemens then moved to the Management Board of Systematics AG, where he was most recently Head of Sales. In 2001, Clemens began his career at EDS in Germany. As Chairman of the Management Board, he was responsible for sales, business operations and strategy in Central Europe. Clemens studied electrical engineering at the Rheinisch-Westfälische Technische Hochschule in Aachen, where he also worked as a research assistant at the Chair of Machine Tools.

Bernhard Rohleder (born 1965) was one of the founders of Bitkom e.V. at the end of 1999 and has been the association’s CEO ever since. Rohleder began his professional career with positions at ZF Friedrichshafen GmbH in Saarbrücken, Presseverlag Ploetz in Berlin and the Brandenburg Ministry of Economics in Potsdam. In 1994, he joined the Information Technology Association of the VDMA and ZVEI in Frankfurt/Main as press spokesman and assistant to the management. Three years later, Rohleder took over the position of Deputy Managing Director and shortly afterwards that of Managing Director. In 1997, he was also appointed Secretary General of the European IT industry association Eurobit, based in Brussels and Frankfurt. In 2000, he merged Eurobit with the European Association of the Communication Technology Industry to form the new umbrella organization Digital Europe and subsequently represented the German high-tech industry on its board. In 1997/1998, Rohleder was also the rotating head of the General Secretariat of the International Information Industry Congress (IIIC), the global IT industry association. From 1997 to 2005, he was also Managing Director of the market research institute European Information Technology Observatory (EITO). Rohleder is a member of the advisory board of the German Institute for Trust and Security on the Internet (Divsi) and the jury of the “Made in.de” start-up award. He represents the industry on the relevant committees of the Federation of German Industries (BDI) and the CeBIT trade fair committee, among others. In the 17th legislative period, Rohleder was a member of the German Bundestag’s Enquête Commission “Internet and Digital Society”. Rohleder studied political science from 1987, initially at Saarland University and later at the Institut d’Etudes Politiques in Paris, where he graduated in 1991. He completed his doctorate at the Free University of Berlin as Dr. rer. pol. Rohleder is married, has one child and lives in Berlin.

Prof. Dr. Helmut Krcmar has held the Chair of Information Systems at the Technical University of Munich since 2002 and is a second member of the Faculty of Economics and a member of the central institute “Carl von Linde-Akademie”. From 2010-2013 he was Dean of the Faculty of Computer Science. Since 2004, he has been a member of the program committee of the Elite Graduate Program “Finance and Information Management (FIM)” in the Elite Network of Bavaria. Until 2007 he was Academic Director of the continuing education program ¡communicate! and since 2004 Board Member of the CDTM (Center for Digital Technology and Management) at the Technical University of Munich. Prof. Krcmar is the founder of Informations- und Technologie Management Beratungsgesellschaft (ITM) and co-founder of several spin-offs from the university environment, e.g. avaso GmbH (service engineering and IT contract management) and iMEDIC (business-oriented technology and software development consulting).

Stefan Dallinger studied law at the University of Heidelberg from 1982 to 1988. He then worked as a consultant for waste law at the Karlsruhe Regional Council, as head of the Water Law Office at the Rhine-Neckar District Office and on the staff of the Federal Government Commissioner for Refugee Return and Reconstruction in Bosnia and Herzegovina. In July 1999, he was elected First Mayor of the large district town of Schwetzingen. From July 2006 to April 2010, he served as Association Director of the Rhine-Neckar Region Association and as Managing Director of Metropolregion Rhein-Neckar GmbH. On July 9, 2010, the district council elected him District Administrator of the Rhine-Neckar district. He has also been Chairman of the Rhine-Neckar Region Association since April 22, 2016.

Marco Brunzel studied urban and regional planning at the TU Berlin and administrative sciences at the DHV Speyer and has been working for over 15 years on both conceptual issues and innovative technical solution scenarios with regard to the use of ICT in the context of state modernization. After working as a founder and project manager in municipal and inter-municipal e-government (City & Bits GmbH), as a research assistant at the Fraunhofer Institute FOKUS and as a senior advisor at init AG (Berlin and Mainz), he has headed the Digital Model Region staff unit of Metropolregion Rhein-Neckar GmbH since 2016. He is a founding member of the National E-Government Center (NEGZ) and has been involved in various working groups of the National IT Summit since 2008.

Jens Mühlner is Executive Consultant Innovation & Technology Management in the business customer division T-Systems International of Deutsche Telekom AG. As Head of Project Management, he has been responsible for the projects of Working Group 2 “Convergence of Media – Future of Networks and Services” of the National IT Summit and the successor committees “Digital Infrastructures as Enablers for Innovative Applications”, “Networked Applications and Platforms for the Digital Society” and “Intelligent Networking”, as well as “Digital Networks and Mobility” with more than 400 participants from more than 200 companies and institutions since 2007. Since 2014, he has been the personal sherpa for T-Systems CEO Reinhard Clemens in the IT summit process. In this role, he coordinates activities relating to digital infrastructures in the energy, transport, healthcare, education and administration sectors. Since 2014, he has been particularly interested in the implementation of digital networking via Smart City / Smart Region initiatives.

Born in Heidelberg, René Arnold initially studied business administration with a focus on marketing and market research at Heilbronn University. This was followed by a doctorate in consumer behavior at the University of Edinburgh. Since 2013, he has headed the “Markets and Perspectives” department at WIK / WIK-Consult. Together with his team, he advises public and private clients on the market effects of regulation, legislation and the diffusion of new services. René Arnold regularly speaks at international events on the topics of digitalization, over-the-top providers and telecommunications.

Head of the "Intelligent Networking Initiative" of the Federal Ministry for Economic Affairs and Energy
Thilo Zelt has been a consultant at Roland Berger since 2004 and is now a Principal in the Civil Economics, Energy & Infrastructure practice. Based on his education as an economist (M.Sc.) and Germanist (M.A.), his experience lies in strategic consulting for public institutions, in particular federal and state institutions, as well as the EU. He has worked many times for ministries as an expert and as a project manager for studies. For example, he coordinated the best practice study “Intelligent Networks” and the BMWi’s expert dialog “Intelligent Networking”. Since March 2015, he has also headed the Intelligent Networking Initiative.

Christine Brockmann studied political science and sociology at the University of Heidelberg. As a research assistant at the Institute of Sociology at the University of Heidelberg, she worked intensively on interaction structures and decision-making processes in the European multi-level system. She received her doctorate in 2003. In addition to her academic work on the European Union’s capacity to act, she also gained practical experience of the European integration process, for example at the Baden-Württemberg State Ministry and the European Office of the City of Mannheim. Christine Brockmann has been working in regional development since 2005, initially as part of the “Zukunft Rhein-Neckar-Dreieck” initiative and since 2006 at Metropolregion Rhein-Neckar GmbH. She played a key role in initiating the model project “Cooperative e-government in federal structures”, which serves as a reference project for AG3 of the National IT Summit and is part of the government program “Networked and transparent administration”. Since 2016, she has been Managing Director of Metropolregion Rhein-Neckar GmbH and the Zukunft Metropolregion Rhein-Neckar association.

Jens-Rainer Jänig is a graduate economist and managing partner of the brand agency and communications consultancy mc-quadrat in Berlin, which he founded in 1997. mc-quadrat advises well-known companies across all sectors on brand and corporate communications. Since 2011, mc-quadrat has been supporting the “Intelligent Networking” Working Group and, since 2014, the “Digital Networks and Mobility” platform of the German government’s National IT Summit. From 2008 to 2014, he was a founding partner of Der Denkbank. In 2015, he founded the organizational consultancy Surplus with partners and supports companies in organizational development and change processes. In 2008, he was appointed to the Board of Trustees of the Berlinische Galerie – Landesmuseum für Moderne Kunst, Fotografie und Architektur by the Berlin State Secretary for Culture. Since 2016, he has also been Chairman of the Board of the Berlinische Galerie Association. His main areas of expertise are innovation communication, strategic stakeholder communication and issues of internal corporate and change communication.

Working Group "Intelligent Networking"

The “Intelligent Networking” Working Group of the National IT Summit supports the implementation and further development of the Federal Government’s Digital Agenda with its cross-industry expertise in the “Innovative Digitalization of the Economy” platform. As a high-level committee, it advises and supports the implementation of the strategy in particular “Intelligent
Networking” of the German government. With its experts in ten thematic subgroups, it monitors developments at the interface between politics and business and has been making important contributions to the public debate for years. Most recently, the “DIV Report”, a comprehensive report on the status and progress of intelligent networking in Germany, was presented as the result of a cross-industry stakeholder peer review.

Rhine-Neckar Metropolitan Region GmbH

As an operational player in regional development, Metropolregion Rhein-Neckar GmbH is committed to strengthening the innovative power of the Rhine-Neckar region on behalf of its shareholders (Verband Region Rhein-Neckar, Verein Zukunft Region Rhein-Neckar e. V. and six regional chambers of industry and commerce) and on the basis of a state treaty between the states of Baden-Württemberg, Hesse and Rhineland-Palatinate. Digitalization and intelligent networking are the focus of a model project of Metropolregion Rhein-Neckar GmbH. Innovative solutions and technologies for intelligent networking in the education, energy, health, transport and administration sectors are to be developed and tested across the borders of three federal states in cooperation with business, science and the public sector. One milestone on this path is the German government’s National IT Summit, which will take place in Ludwigshafen in 2017.

It promotes systematic networking among the various players, for example the exchange of ideas and projects on an open innovation platform. The initiative is a point of contact for experts, professional users and end users. It also contributes to a better understanding of intelligent networking through a wide range of activities.

Intelligent infrastructures and networks research network

The Intelligent Infrastructures and Networks research network focuses on the fundamental transformation of basic infrastructures through the use of digital technologies in the context of an accompanying change in the economic, legal and social framework conditions. Due to the increasing importance and technical and social complexity, the research network is dedicated to initiating and implementing the necessary research and development projects, evaluations and pilot projects. This also includes a technical, economic and social discourse with the participating companies, public institutions and social bodies.

Charter of Digital Networking e. V.

Charter of Digital Networking is a cross-company, cross-industry and cross-association initiative that emerged from the National IT Summit. Its aim is to conduct a dialog on the future across all levels of society and to create a common understanding of the path to the digital society. The supporting association is open to companies of all sizes, associations and initiatives as well as representatives and institutions from academia and private individuals. It is based on a charter with ten principles that address the social and economic potential of digitalization as well as the handling of data, infrastructures and standards. The charter documents a common set of values and a sense of responsibility in dealing with digitalization.
